Welcome To The Behavioral Sciences Regulatory Board

As a result of the COVID-19 pandemic, the Board has received this question on numerous occasions:

Does teletherapy count toward the required 1,500 hours of direct client contact needed to become clinically licensed in one of these professions;  Addiction Counseling, Marriage and Family Therapy, Master’s Level Psychology, Professional Counseling, or Social Work?

Upon reviewing the Kansas Tele-medicine Act, as well as the statutes and regulations governing the clinical licensure requirements, and consulting with legal counsel, the board has determined that the term “client contact” includes face to face therapy whether in person or by other electronic means.  Therefore, client contact via teletherapy may be used toward the accrual of the 1,500-hour requirement of direct client contact when working toward the clinical level of licensure. 

However, services by telephonic conferencing may not be counted toward the 1,500-hour requirement of direct client contact as telephonic conferencing does not meet the face-to-face requirement.


     
      On March 12, 2020, Governor Laura Kelly issued an emergency
      declaration for the State of Kansas in response to COVID-19
      (coronavirus).  Effective Monday, March 23, 2020, the Eisenhower State
      Building will be closed to the public. However, our offices will be
      operating on a very limited basis until at least April 6, 2020. During this
      time, our employees may not be able to access their voicemail and email.
      We ask that you do not leave a voicemail as we may not be able to
      remotely access voicemails and the limitations on voicemails will be
      exceeded in a short time. Rather, we ask that you send an email at the
      following address: bsrb@ks.gov. We will respond to emails in the order
      that they are received.  Because we will have limited staff and ability to
      respond during this time, a response to your email may be delayed. You
      may also continue to access the agency website for the most current
      information. Thank you for your patience and understanding during this
      unprecedented time.
